Programmatic/Language Requests

Every Fiscal Year (FY), Congress appropriates funding for most of the functions of the federal government. There are 12 separate appropriations bills, each written by a subcommittee with jurisdiction over specific agencies. During the appropriations process, lawmakers can submit requests to the respective subcommittees expressing support for authorized programs, bill/report language, and specific funding levels.

  • Requests using this form must be for general support or language, NOT for a specific project.
  • This form is NOT FOR CPF Requests.

Community Project Funding Requests

The House Committee on Appropriations has announced that it will continue to solicit Community Project Funding (CPF) requests from Members in addition to the standard programmatic and language-based requests. Each Member is limited to 15 CPF requests across all subcommittees for FY25, and there is no guarantee that all projects will be funded.  The FY25 CPF process has a limited scope with combined requests capped at 0.5 percent of all discretionary spending. More information on the process can be found on the House Appropriations Committee website

Please note:

  • All projects must meet the relevant statutory and administrative criteria for funding through the grant program under which it is submitted.
  • A request submitted to Congressman Stanton does NOT guarantee the project will be selected.
  • The selection of a project by Congressman Stanton does NOT guarantee it will be funded by the Appropriations Committee.
  • The Committee will NOT provide cost-share waivers and grantees are legally responsible for meeting the non-federal cost share requirements and all other applicable grant criteria.
  • One notable change is that non-profits are no longer eligible for Community Project Funding in the Economic Development Initiative (EDI) account.


Eligible Entities & Projects

Please note that only state and local government entities, certain public institutions, and some non-profit entities for some accounts are eligible to submit and receive funding through CPF.  Funding cannot be directed to for-profit entities, memorials, museums, or commemoratives (i.e., projects named for an individual or entity), and will not include waivers for State or local match requirements.  While matching funds do not have to be in-hand prior to the request, requesting entities must have a plan to meet such requirements for the project to be viable.  Additionally, each submission must be for FY24 only and cannot include multiyear funding requests.  The Committee will only consider projects with demonstrated community support in the form of: letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc.

Transparency

All requests submitted by Congressman Stanton to the Appropriations Committee will be posted below. Members will be required to certify that neither they nor their immediate family have a financial interest in the requests made.
