The requested amount of $805,655 will be used by the City of Mesa to purchase critical technology for the Mesa Police Department to enhance the safety of its officers and citizens, reduce response times, and provide deescalation tactics. The project will support the purchase of one drone for the Mesa Police Department’s Drone as First Responder program, supporting faster intervention, increasing deescalation opportunities, and facilitating safer and more effective resolution of incidents. Mesa’s DFR program meets the DOJ Byrne JAG drone requirements as updated in August 2025. The funds will also be used to purchase 88 handheld fingerprint devices to equip patrol officers to identify victims and individuals experiencing medical or mental health episodes who are unable to identify themselves. Third, the funding will be used to purchase 5 mobile, solar-powered camera trailers in high-crime areas to feed into the Real Time Crime Center in areas in which no cameras currently exist. Finally, the funding will be used to acquire and deploy 20 LIDAR speed-enforcement devices. These devices provide precise speed measurements and enhance traffic safety, reduce speed-related crashes, and improve roadway enforcement efficiency.

The Phoenix Police Department established RTCCs at the Cactus Park and Desert Horizon precincts in 2024. The City of Phoenix is requesting $2,000,000 to support a third, new Phoenix Police Department RTCC in southwest Phoenix to ensure local, regional, and federal law enforcement agencies can work together to monitor and respond to criminal activities in real time, utilizing technology-based solutions. A third Phoenix RTCC will be located at the Phoenix Police Maryvale Estrella Mountain Precinct and work seamlessly with precinct-based operation centers that provide tactical law enforcement support to further crime suppression and investigative efforts. The proposed RTCC will deliver real-time data integration, dynamic situational awareness, and intelligence-driven support for police units in the region.

Project Description and Explanation: $537,000 for the acquisition of seven unmarked police vehicles by the City of Mesa to enhance the operational capacity of Mesa Police Department’s Domestic Violence Unit, a specialized team of detectives trained in trauma-informed interviewing and lethality assessments, and the Victim Services Division, which provides comprehensive services including crisis intervention, safety planning, and criminal justice advocacy. The vehicles will be equipped with technology specific for the Domestic Violence Unit of the Mesa Police Department. The use of unmarked police vehicles has been shown to increase victim engagement, improve domestic violence apprehension rates, and enhance the safety of both City personnel and victims. Arizona consistently ranks among the top states for domestic violence-related fatalities, with Maricopa County often accounting for more than half of the state’s total. In the second quarter of 2025, 28 percent of aggravated assaults in Mesa were related to domestic violence. Utilizing these unmarked units equipped with low-profile emergency lighting and communications arrays will increase the City’s clearance rate of domestic violence-related aggravated assaults and sexual assaults, as well as the number of survivors who accept services and safety planning following an incident.

Project Description and Explanation: $2,230,000 for the CIty of Phoenix for the demolition and new construction of the Phoenix Fire Department Special Operations Training Facility. The facility trains firefighters from across the region, including Phoenix, Tempe, Mesa, Gilbert, Chandler, Avondale, Peoria, Casa Grande, Scottsdale, Surprise, Daisy Mountain, Glendale, Salt River, and Palo Verde, to safely respond to incidents such as structural collapses, hazardous materials releases, industrial accidents, and large-scale disasters. Additionally, the facility supports Arizona Task Force One (AZ-TF1), one of FEMA’s 28 Urban Search and Rescue Task Forces, as well as statewide Heavy Rescue/Rapid Response Task Force teams. Using modern, realistic training environments, firefighters develop and maintain the specialized skills needed to rescue trapped victims, control hazardous conditions, and quickly stabilize dangerous situations. However, several key training structures built in 1968 are now deemed unsafe or condemned, limiting the department’s ability to conduct critical hands-on training. This project will demolish these outdated buildings and construct new, modern training structures designed for structural collapse shoring, breaching operations, high-angle rope rescue, and HazMat response scenarios. These upgrades will restore essential training capabilities, strengthen regional disaster preparedness, and enhance firefighter safety and operational readiness - a compelling local need. For the community, this means a stronger, better-prepared regional emergency response system that can better protect lives, property, and critical infrastructure during major incidents.

Co-located in the affordable housing project itself, the Child Learning Center aims to bridge educational gaps that disadvantaged children often face, at no cost to resident families.

The underserved youth in Central Mesa, AZ face longer and more complex journeys as they transition from school into the workforce. This community is also experiencing growing illicit drug use and gang presence in these zip codes over the past 5 years, working against single-parent households and contributing to higher school drop out rates and youth unemployment. The project will address growing unemployment and underemployment, especially targeted to underserved youth with high dropout and recidivism rates in Central Mesa. The funding will be used to install a new gymnasium floor that will allow for retractable partition walls for classroom instruction and training during the day, while also allowing for structured supervised training and recreation during the evening for targeted youth in the surrounding community. The space will also include a state-of-the-art computer lab, which will teach entry-level computer skills, and that will also serve as an AI lab for training the same youth population. The space will also be used for HVAC training courses and entrepreneurship training programs to enable this community to enter the workforce, a clear economic development for the region.

This is creating a high demand for trained technicians who can install, operate, and maintain energy systems. The center will reduce time-to-hire for utilities and manufacturers, support rural and tribal workforce access through a mobile training unit, and strengthen regional economic resilience by keeping good jobs local. Requested funds will be used to rehabilitate and retrofit an existing campus space into a specialized center designed to simulate real-world industrial environments where technicians and engineers can learn to install, operate, and maintain energy systems. The center will deliver employer-designed certificates, accelerated bootcamps, and stackable credentials in partnership with utilities, energy equipment manufacturers, and community colleges so graduates meet competency standards. Industry-recognized credentials that will be supported through the center include: the NCCER Electrical Certification, widely recognized across the construction and energy industries; NFPA 70E Electrical Safety Certification, required for safe operation of electrical systems; and, OSHA 10 and OSHA 30 Industrial Safety Certifications, critical for workforce readiness in industrial environments. This project represents a strategic and timely investment in Arizona’s economic future and the nation’s energy independence.

Girasol Three is the final multifamily phase of the City of Phoenix’s Choice Neighborhoods (CN) Transformation Plan for the Edison Eastlake Community. The funding will be used for construction costs associated with delivering 140 new apartments comprising 67 one bedroom, 69 two bedroom, and 4 three bedroom units, alongside a complete revitalization of the on-site Kana Park. All 140 units will be reserved for residents with incomes that are 60% of Area Median Income (AMI) or below. The overall Girasol development will provide a mixed-income community with housing options affordable to households across a wide range of incomes. Residents who move into Girasol Three will experience transformative quality of life improvements resulting from the replacement of 60 plus year old public housing with modern, energy efficient homes. Residents will receive supportive services through the City of Phoenix Housing Department. These services include case management, service coordination, access to training and employment services, financial and health education, etc. Residents will also have access to multiple community centers throughout Phoenix (three of which are within walking distance directly in the Edison Eastlake Community) where services include medical, dental and behavioral health clinics, financial literacy, employment support, nutrition and health classes and early childhood education and programming.

Project Description and Explanation: $2,600,000 for the City of Chandler to expand the Chandler Flex transit program, which will add approximately 6 square miles to the east of the current service area, extending east from McQueen Road to Gilbert Road to and south from Chandler Boulevard to Queen Creek Road. This area includes approximately 15,000 residents and 15,000 jobs that are not currently within reach of convenient transit service. The proposed service area expansion will also significantly improving access to employment centers, Chandler-Gilbert Community College, and regional transit services. There is currently a bus route near CGCC, but it does not stop within 0.25 miles of campus buildings, requiring walks of 0.3 to 0.6 miles. Chandler Flex would provide multiple on-campus stops, reducing walking distances to approximately 0.1 miles. Expanding traditional bus service into this area would require significant infrastructure and operating costs that are not feasible in the near term. Chandler Flex will instead connect residents to jobs, education, and essential destinations, while enabling first- and last-mile connections to the Valley Metro network. This expansion will improve mobility while maintaining cost-effective transit service. The previous Chandler Flex CDS funding request, secured in FY24, allowed Chandler Flex to add 2 new square miles to the service area and convert 2.5 square miles of student-only service area to general public service area, bounded by McQueen Road to the east, Dobson Road to the west, Ray Road to the north, and Chandler Heights Road to the south. This request would fund a new and larger expansion phase of Chandler Flex.

The City of Tempe is in the process of finishing the site purchase. FY27 funds will be used for site-specific predevelopment construction activities, including demolition, environmental assessments, and archaeological activities. This will allow the City to advance the project to construction financing and groundbreaking. The City of Tempe is advancing a transformative, mixed-use development centered on the creation of high-quality, multi-family affordable housing. It will be in a high-opportunity neighborhood located at 950 E. Baseline Road, to expand access to safe, stable housing near jobs, transit, schools, and essential services. At the heart of this project is the development approximately 50 affordable housing units serving low-income individuals and families earning up to 60% of Area Median Income (AMI). Integrated into this development will be the reconstruction of Fire Station 3, eventually replacing the existing facility built in 1974 that no longer meets modern structural, operational, and health standards. Co-locating a new fire station with affordable housing will maximize land use and serve community needs effectively in the landlocked City of Tempe.

Valle del Sol’s service area spans 108 ZIP Codes, serving a population of more than 4.3 million residents, including approximately 1.2 million individuals living at or below 200% of the Federal Poverty Level, reflecting need for affordable healthcare services. Communities served by the Mesa health center also experience barriers including lack of health insurance, transportation challenges, and limited access to health providers. By expanding the Mesa 334 health center and modernizing its clinical infrastructure, Valle del Sol will be able to increase patient capacity and strengthen access to healthcare services for residents across Mesa and the broader East Valley.

Past phases which received federal funds were for the construction of pipelines to deliver reclaimed water from the Kyrene Reclamation Facilities to recharge wells. Once each phase is completed, the final project will include the rehabilitation of the existing water reclamation facility, construction and equipping of groundwater recharge wells, and installation of pipelines to convey treated reclaimed water to the recharge wells and other reuse locations. Once operational, the facility will treat wastewater that can be delivered through the pipeline system to recharge wells where it will be stored in the aquifer for future recovery and use. Arizona communities are preparing for reduced Colorado River availability and evolving federal operating guidelines. This project is critical to strengthening drought resilience for the City of Tempe amid long-term surface water uncertainty.

The objective of this project is to extend the life of Chandler’s wastewater collection system and to ensure compliance with National Pollutant Discharge Elimination System requirements. This project has the added benefit of reducing the potential of flood and storm damage by increasing resilience of the wastewater system. And, as Arizona communities are preparing for reduced Colorado River availability and evolving federal operating guidelines, this project is critical to strengthening drought resilience for the City of Chandler amid long-term Colorado River uncertainty.
