But it will get federal funding to revive the plant.
The facility was shut down to cut costs, but the drought has city officials taking a closer look at its water supply.
Congressman Greg Stanton helped secure the funding to get the project underway.

PHOENIX – A long-dormant water treatment plant in Tempe is coming back online after the federal government authorized $37.5 million to reopen in response to persistent drought in the West.
U.S. Rep. Greg Stanton (D-Ariz.) announced the restart Thursday at the facility near Kyrene and Guadalupe roads in the East Valley city.
The plant is designed to collect, recycle and save water that will be stored underground.

Phoenix-Mesa Gateway Airport has dedicated its new air traffic control tower, replacing an outdated tower that dates back to the airport's past life as an Air Force base.
The tower will go into service Saturday.
